I am concerned that if you have a diabetic patient without complications, Type 2, E11.9 and they take no medication do insurance carriers still require an additional Z Code?

Answer: Diet controlled Diabetic patients Type 2, means no medication and therefore means no Z codes. If they take medication, then you as their provider are technically supposed to include their type of medication and options are:
Z79.4 Long term (current) use of insulin
Excludes2: long-term (current) use of injectable non-insulin antidiabetic drugs (Z79.85)
long term (current) use of oral antidiabetic drugs (Z79.84)
long term (current) use of oral hypoglycemic drugs (Z79.84)
