Not an everyday event - but I removed a toe ring that was stuck. There was no vascular or soft tissue damage.

A ring could be considered a foreign body or object, but it seems the service is just medical management of an acute uncomplicated problem. If an established patient, I feel you bill E/M as CPT 99213 or New patient 99203. As for a procedure, if you had to anesthetize the digit/toe, then I would suggest billing the unlisted procedure CPT code 17999- lUnlisted procedure, skin, mucous membrane and subcutaneous tissue, if you feel it is a procedure.
